I HAVE done this before, but can't figure this out. It's not critical, just
an annoyance.
Added RTF files to a standard deployment project, then "Read Me" and
"License Agreement" dialogs and set their file properties.... but
I get blank dialogs during install!!!

I think your approach is correct, just add these RTF files to the project's
file system's folder, then change the ReadMeFile property and LincenceFile
property to those file respectively...
