need advice on xml files storing

Hi,

I got following problem:

I am working on large vs.net application using single
solution with many projects inside.
Application is some kind of workflow - uses 2 types of
xml,xsd,xsl files: "resource files" and "data files".
"data files" are, through using some factory stored and
managed in database.
"resource files", like xml,xsl,xsd, are accesed only in
read mode, and their change(add, remove, edit) usualy
requires rebuilding.

What is preferable place to store "resource files" inside?
1. Just files in main projects folder
2. Just files in some dedicated folder
3 or?

If just files in main project folder, then i sometimes
geting access exeption during reading(in test application
placed in default inetpub ...) - what security rule guards
it and is required to change?
Also what about reading files(thouse "resource files" not
assemblies) in 1 project from another project(referen ced
or not) in same solution?

would great appreciate any help
