Debug Mode... BreakPoints

VS.NET 2002

I have a form that I am trying to debug. I set breakpoints in the click
event of a command button. When I start the application and go into Debug
Mode, and click on the command button, it does not stop at the breakpoint..

Am I doing something wrong??

I have written a service in VB.Net. I have installed the service using InstallUtil. I was able to start the service, but once I attach to and try to debug the service it will not step into my Timer1_Elapsed sub. It will only step through the OnStop Sub when I stop the service. I realize they are under the temporary internet files folder but I have even tried using the new depoloyment addin-in but that does not seem to work either.
