To comission a mobile game, which is a better value platform to develop the game on - Native app or Mobile web?

Also which is usually dearer to develop - Native or web?

Which platform reached wider audience?

Also - Facebook/twitter/angry birds (is this native or web)

I have no idea what this means. Something's "dearness" is subjective.
