What are VRE (Virtual Runtime Environment) based Handsets?

Hi frnds I am working on VRE SDK based on Visual C++,I want to develop some apps using this SDK but I don't what are handsets based on VRE(Virtual Runtime Environment) for which I can develop apps.

We are evaluating the prospect of integrating and/or using Crystal Reports with some of our current products. Some of these are still in Access 97 and are running well. Since we cannot include the report wizard in a runtime environment, we are looking at ad hoc report writers like Crystal. I would appreciate any comment. I want MS Access to act as a reporting tool accessing Oracle tables. The Oracle database is populated by another database application, but this application cannot create the report I want in this situation.
