How display NTSC/PAL format video in a PPC or other mobile devices

I need to connect a customized camera device (which outputs NTSC/PAL video format) to a mobile device and use it to display and record the video. However, I don't know how to interface the NTSC/PAL signal with a mobile device. Actually, I'm aware of some Taiwan companies have the relative products which are using SF slots in a PPC to interface with external devices such as camera and wireless card, but have no clue how it's done.
