APP File for CDMA

Hi Every Body,
Can any body help me to open/Decode/De-compile *. APP (extention file) which is used for one of the CDMA phone. I already tried to open this file in Ultraedit Software, I found this file is coverted in binnary.

Because APP files are Mac OS packages, you can right-click (or control-click) an application and select "Show Package Contents" to view the files contained in the package; these include Resources used by the application, property list (.PLIST) files, frameworks, plugins, and other files.

NOTE: Files within an application package should not be edited or moved, since changes may prevent the program from running correctly.

then what is the solution to change app or bin file. Let me clearly say that I want to change phone setting which are operator locked.

No. There are services and other websites out there that you might be able to find the information you are looking for.

Usually you have to pay to get your phone carrier unlocked and maybe application unlocked. It is all very complicated.
