Uploading windows txt file with Greek/Turkish characters to Linux server

I am working on Project where there is a requirement to transliterated the native characters (Greek, Turkish, Russian) into English on the Linux RH enterprise V4 server.

As part of the SIT, txt files with data in native characters (Greek, Turkish, etc) have been prepared which are uploaded from Windows environment to the Linux server, however there is a problem as the Native characters are not uploaded correctly to Linux environment

My guess is that this is a file transfer or settings issue,

Appreciate help from the community.
