I want to wish the user according to the time when the system bootups .

What does that mean?

And javascript CANNOT access stuff like system bootup time.
Nor can it shutdown the system.
Javascript lives in webpages (and sometimes in a server).

What is it you are trying to accomplish?
Why don't you get a good book on JavaScript?
