Cannot serve javascript files

I have a web site deployed on IIS. It is a simple static site for test purposes with only one html page and a javascript file.

This works normal as expected that when body loads, an alert "1" is displayed.

However when i deploy this site on another machine on my LAN, (say B) which also happens to be proxy server, the problem occurs.
I access the URL of website on B from some other machine say A. Proxy for machine A is set to be ON ie every computer on LAN is also accessed via proxy server.
The problem is that no alert message is displayed, instaed the javascript error message "Object Expected" is displayed. If i see the Temporary Internet Files folder, the js file is not there. However when proxy is set to OFF, things work fine.
Not only js files, any externaly linked files in the page , like any stylesheets are also not found in Temporary Internet Files and nor does the styles defined therein applied on html page.

I think i have explained properly. See if anyone can help
