Number sign in URL

Hi,

Will it cause any problem if I add a number sign "#" at the end of an URL?
e.g. http://www.mandarinboy.com/index.html#

I remember URL's like http://cnet.com/article.html#anchor5 from the late 90's -- but nowadays I see URL's like twitter.com/# or on my own blog, hiremebecauseimsmart.com/#.

What does it mean in that context?

(Realizing the possible irony here due to my blog title...)

from the HTML perspective, it’s just an empty anchor. for what, I don’t know.
