CMS system recommendations

I am looking for a CMS system that is based on static HTML pages or
uses XML for storage. I dont wan't to make configuration changes on the
server so that a static file is producted, I would rather that the CMS
just create static pages somehow. I am pretty concerned about being
able to template it as well.

Does anyone know of a CMS system like that? Please link me!
