CSS - Border before Border

Good day, I need help

I have row with background black & border black, i would like a thin white border just before the border.
so the outcome would be
black
white
black

i don't know if it is possible
Expand|Select|Wrap|Line Numbers
  1.     color: #fff; 
  2.     font-weight : normal;
  3.     background-color: #000;
  4.     border-top:1pt solid #000;
  5.     border-bottom:1pt solid #000;
  6.  
Please help

You might use the border-style: double property.
