Adding Creative Designs and Lush Colors to a Web Page

I have learned a great amount about html/css, and how you can make the combination work for the better. I learned mostly from htmldog.com (and by the way, it is a GREAT website to learn from, I suggest it to anybody new). But now I go back and look at some real big-shot sophisticated sites (like Bytes.com for instance) and I've noticed that they display good use of design and "color-flow". Many of the bars and boxes have colors that fade into each other and cast shadows. All I can basically do now is use solid designs and colors. How do I make these interesting effects on my website? Any software I can use? FREE software would be nice... ;)
