Clickable <DIV> doesn't work in IE

I made a box where if you hover over the DIV tag it changes the color of the link text. It works in firefox and opera, but it doesn't work in IE. Doesn't anyone know why it doesn't work and how to fix it?

I made a <DIV> clickable by extending the <a> tag
Expand|Select|Wrap|Line Numbers
  1. div.top_nav a { 
  2. width: 100%; 
  3. height: 100%; 
  4. display: block; 
  5. }
  6.  
Then in the body of my HTML, I used:
Expand|Select|Wrap|Line Numbers
  1. <div class="top_nav">
  2.      <a href="a">1. Home</a>
  3. </div>

That markup isn't going to do that in any browser. You must have posted the wrong thing.

I am trying to make a bunched of left-floated divs that will be contained in a larger div. the floated divs all contain a left-floated img and text of varying sizes. I have had great success with using <iframe> with overflow-y set to auto. I can get a similar look with the <iframe> tag. BUT... In all cases I need to have fixed heights. Is there a way to put either tag inside an HTML <TD> and have the same kind of scrolling effect. This would allow me to fill the screen and have the size of the scrolling box change on resize.
