CSS works fine in IE, but fails in Firefox

Here is the website:
http://www.csie.ntu.edu.tw
As you see, the bottom of the page is an iframe embedded.
My problem is that the CSS of the webiste in iframe works fine in IE, but fails in firefox. My main purpose is to eliminate the underline of all links in iframe. Howerver, the results appear different from IE and Firefox. Could anyone tell me why? Any responses and suggestions will be helpful. Thank you in advance.

The problem is IE. Although the xml declaration is correct to use, IE chokes on it and goes into quirks mode. Remove this line:
<?xml version="1.0" encoding="utf-8"?>

Only modern browsers use it properly.

Sorry, but I don't get it. I have already removed the line "<?xml version....".
The content of the main page shows correctly, but the content of the iframe doesn't. Here is the link of the iframe website:

In IE, underlines of every links have been removed, but in Firefox, they are not. Thanks for your reply. Please let me know if I have any misunderstandin g. Thank you in advance.

I rushed too quickly when I read your post. I've seen this issue before but do not recall its solution. I will find it and post it soon.
