Help Im a noob at programing

HI. First i like to point out i suck at programing. All i realy whant to know is how do i git my site orginized.I whant to know how to do somthing like this
[*]Chatroom[*]fourm[*]sighn up[*]event[*]donate[*]serchengine[/list]
And all these are in little boxes and you click on them it takes you
somwere else thay are all lind up like that..almost every site is
like this. you see were im going with this? here look at this web
site and look to the left http://www.runescape.com/
thay have all there links orginized and in boxs...im a big noob at this stuff so plz help me out here! thank you[list=a]
