HTML: undesired extra space in <table>

Hello,
(sorry for my English, it's not my native language...)
I am new to HTML/CSS but I have to modify some website. Could you help
me with one problem please?
The problem is on page http://www.omnikom.pl/wiadomosci.htm - I don't
understand why the menu at the left side, below search engine is moved
down (compare to http://www.omnikom.pl/index.html). I am reading HTML
source but I cannot find the explanation.
Please help.

Your English is just fine.

If you are new to HTML, you simply cannot be expected to work with a
poorly designed, messy web site.
The problem is on page http://www.omnikom.pl/wiadomosci.htm
It is indeed a problem. It is easier to redesign it from scratch than to
fix it, and the latter would require more expertize.

The markup plays loose and fast with table layout and with grotesque
layout tricks. You should simply refuse to do anything with it, just as
a first-year student of medicine should refuse to treat a patient who is
simultaneously suffering from appendicitis and psychosis.
