Repeating styles in CSS

Hello everyone.
In trying to learn CSS I often look at source codes and stylesheets and I
stumble around the web.

One place that I found something interesting (to me at least) is at
http://openoffice.org
I'm looking at the stylesheets used there and I find a lot of values
repeated throught the file.

Such as......
#banner {
COLOR: #fff; BACKGROUND-COLOR: #036
}
#banner {
BORDER-TOP: #369 1px solid
}
#banner {
COLOR: #000; BACKGROUND-COLOR: #fff
}

Why seperate values like this and why would this not cause any problems?

Why seperate values like this
Stupid generation tool, maybe in company with stupid user. Uppercase
properties are also uncommon, even more so than capitalized ones.
and why would this not cause any problems?


The cascade is well defined in _C_SS.

I'd suggest you find better code to look at:
