Unable to access net; folders which cannot be deleted

I have been facing unusual problem with my laptop recently.

1). TAkes very long to show desktop once logged on.
2). Taskbar doesnot display volume control, network, and other application icons.
3). Unable to connect to internet even with datacard.
4). Folders are created with exisiting file name. The folder icons indicate open status. The folders cannot be deleted(even when deleted they come back to the original location).
5). Tried AVG and Norton antivirus software but no virus detected.

I cannot use Ctrl+Alt+Del key as it does not allow the task manager application to run.

Please let me know if somedoby has come across such problem and let me know the solution.
