I have developed an engine that I use for all of my clients web sites.
They are all
the same type of site, some use features A, B, & C. Some web sites just
use features A & B.
My issue is that in order for me to make a new site, I am copying the
files and then adding in the design/unique look.
This makes developing new features and fixing old features a huge
hassle because:

I've just set up an intranet HTTP server with some CGI scripts. This stuff
is fairly new to me. I notice that while some of the browsers that visit
are identified as Mozilla or IE with details, I also see some log entries
where the browser is identified simply as "SURF." What does this mean?

I have created a database application consisting of a front end and backend
file. Data entry and administration of the application are done at a central
location. The next requirement is to be able to distribute the appllication each
month to five remote sites by sending the sites a CD. The sites will only use
