Let me see if I can clear by below example.
System A: you have installed db2 udb v9.7 and created a database
System B: You want to access the database created on System A.
There are various ways to accesss the database from System B.
1) Install the db2 admin client on system B and use configuration assistant to catalog your database locally to the system on system B. For that you must have db2 admin server installed on System A.
2) If you don;t have DAS installed on the system A then install the db2 run time client from my earlier post, and use below link to catalog the database.

3) You can also use MSTSC from SYSTEM B to remote login into the SYSTEM A and access the database.
4) There are otehr options too but they require advance concepts know how and I will advise you to learn more to get yourself familarize with the DB2 UDB.
Still if you face issues then look for more information in the DB2 V9.7 information centre or ask for help from a DBA known to you who can walk you through some basics and help you understand the basic connectivity options in db2 udb.
