I am trying to replace a single record in a flat file. The file is
relatively small and no need for database.
I open the file, and save the ftell() value in a variable.
I read a record using fgetcsv(), modify the index contents it if/as
necessary.
I then position the pointer back to the beginning of that record using
fseek(value_from_ftell).
I build a new string with the required delimiters.

So, at my place of employment, we use a national standard to transmit
data between certain applications. This standard consists of a fixed
width, flat file 4500-some-odd chars wide that contain 375-some-odd
columns (Not delimited). This standard is not changing anytime soon, so

and policy information. The policy information included individual
fields for estimated commissions (i.e. "Comm 99"; "Comm 00"; "Comm
01"...) where the field was null if the policy was not active during
that year.
