Comparison of Performance of SQL and external Procedures

Please advice me with a few comparison facts of SQL Procedures and
External Procedures ( c or java ) .

This is a thumb rule. The heavier the SQL teh less it matters.
Nothing, obviously beats C in pure procedural logic or math (short of
Assembly).
In general customers find SQL Procedures a lot easier to digest than C
Procedures ("native" interfaces).
For some of the lower level interfaces (like LOAD or file I/O) there are
presently no SQL hooks, so you need to use C Procedures for those, which
in turn can then be called by SQL Procedures.
SQL PRocedures and Java are portable.
C Procedures are portable if you stick with ANSI C.

I was planning to chose Java Procedures.. exception handling I felt to
be good over there.

As u said .. C Procedures wud handle the low level interfaces.
