2008 Post San Francisco mailing is now available

The 2008-10 Post San Francisco mailing is now available from the WG21
web site at http://www.open-std.org/jtc1/sc22/wg21/
Also the core WG issues list rev 59 and the library WG issuse list rev 60
are now availabe.

I also did a number of updates of other pages on the WG21 site.
