how to make logic branching decision in C & C++ based on timer functions

how one can make logic branching decision in C & C++ based on timer functions. An example of this is in the following simple algorithm:

if ( time elapsed = 10 sec )

do so & so or start another timer ( counter in sec) or end



I've been puzzling in that for months without any result. Can any body help ?
