Seeking tool to generate skeleton C++ code from header files

I am looking for a (free) tool which takes C++ Header files as its
input and generates skeletons for the corresponding source code.

Just empty functions are acceptable, but a templating system would be
welcome.

Preferably something that runs under windows, but I could always use a
Linux Live CD, as I only expect to do this once.

Hi, In C#, we can use p/Invoke by using to define extern function to call C/C++ DLL. Is there any tool/wizard that we can use to explore the DLL (without header file) and generate the extern function automatically? I'm maintaining a software project with 134 C++ files, some of them huge (as much as 10,000 lines each), and very few prototypes. The author's attitude towards prototypes was like this: Prototypes are only good for headers to be included in other files. For functions which call each other inside one file, such as A calls B which calls C and D, just define the functions in order D, C, B, A, and you'll never need prototypes.
