How To Generate The frames of a video in c++ ??

I want to generate the frames of a video to compress it using DCT ,But
i dont know how to do it in c++. so if some one can help me then please
tell me about generating individual frames from a video.

Are you asking what the algorithm is or how to code that algorithm in
C+?

This is generally the wrong newsgroup for such questions but since you
asked: video data is usually the domain of a software or hardware
component called a CODEC (coder/decoder). Read up on codecs to get a
better understanding of your problem.

I'm doing this on Windows using VS.net but if possible, would like crossplatform compatibility with Linux.
