Bringing up a running program?

Hi, How do I pick up a running program and bring it up front when I
click it's shortcut, instead
of starting a new copy of it? I know how to block by using CreateMutex,
but how to activate the first one?

I'm running postgresql-7.2.1-2PGDG The explains below make it clear I think. If I just change the table declaration order, I get MASSIVELY better performance.
