Intermittent error loading XML file machine.config

I've got a win form app that takes an arbitrary file from the local drive,
calls a webservice function, passing the file's byte array plus an number of
other params. About half the time I get the following error:

Error loading XML file
c:\winnt\microsoft.net\framework\v1.14322\Config\m achine.config Request for
the permission of type
System.Security.Permissions.StrongNameIdentityPerm ission, mscorlib,
Version=1.0.5000.0, Culture=neutral, PublicKeyToken=b77a5561934e089 failed.
(c:\winnt\microsoft.net\framework\v1.14322\Config\ machine.config)

Does anyone know what might cause this? It's started happening on my
machine when I added some simple threading (to show an animated gif on a
"please wait" form). The error seems to occur most often on small files
(some sort of timing / file lock problem?) My colleague's machine seems
unaffected when the app is copied and run from their local hard drive.

Any help would be most gratefully received!
