Take a look at Enterprise Architect at:

I recently downloaded a 30-day trial version and after a
week it seemed reasonable enough that I decided to buy
it. Besides, it beats Rational XDE hands down in price
(100 USD for the personal, 150 USD for the professional,
180 USD for the enterprise edition) and it has code
generation capabilities, documentation generation.
Feature wise it is my opinion that it is richer than Rose
and that it follows the UML modeling better. With a few
exceptions, it has all Rose has to offer and more. If
you're linking to Rational Requisite Pro or Rational SoDA
than it may not be the tool for you.
By the way, take a look at http://wwisa.org. It is the
World Wide Institute of Software Architects. That's
where I learned about Enterprise Architect.
