Incorrect DayLight changes for yer 2005 and 2007

Hi,
i need to check that given date is in DayLight duration or not. i am facing
this probem for "Oct 18, 2005 10:00 AM"
to resolve this i checked
TimeZone.Curren tTimeZone.GetDa ylightChanges(2 005) but surprisingly i am
getting:
Delta {00:00:00} System.TimeSpan
End {1/1/0001 12:00:00 AM} System.DateTime
Start {1/1/0001 12:00:00 AM} System.DateTime

same thing is happening with year 2007. for all other years i am able to get
all values correctly.

why this problem is with 2005 and 2007?
i am using windows XP, .net 2.0.
