For documentation, you'll want GhostDoc. Resharper for coding help and
refactoring. DotTrace for profiling. Scott Hanselman has a long list of his
favorite tools on his blog somewhere, if you want to look him up.

Unicode (UTF-8) file.
I've found that the only Unicode support IDEs are DreamWeaver 8 and
