Perhaps this will help, it tells how you can set an icon for your
website:

I think that #2 is the better option, as it gives you more control over
the icon for the page.

I take it you mean a thumbnail of a webpage, not an icon for a URL in the
browser.

Theres quite a few examples around already. This one using vs.net 2005
looks promising.
