Single Setup File

What is the best way to have my setup file be a single file that the user
simply double-clicks on to install? Do I need to just make a "Setup for
Windows Application" and then put all of the setup files into a
self-extracting EXE zip file? Or is there a better way to do it?

I am wanting the program to be easily installable from the web by way of a
single file download. I do not want the user to be forced to have WinZip on
his/her computer.
