I am using C# since its beta days (3 years ago?).
anyway, I am ready to move on, got myself together on OO design, component
oriented design, even read the GOF book and shalloway's book on design
patterns.
I think I got most of it.
Now I am ready for some more...
I am looking for a good resource (book?) regarding procedures and techniques
in software engineering. specificly - The engineering process/model, needed
UML diagrams, and basicly blueprints or guidlines for the product expected
from the engineer before he hands the job off to the programmer(s).

You are in the same position as me. I have also been using
the framework since beta and have done my MCAD
I have been researching books for a few days and have found
out that Martin Fowlers UML distilled (3rd edition) is the
best one to get started on UML . It also has code examples
in C# and java.
Martin Fowler also recommends a book by Craig Larman
Applying UML and Patterns : An Introduction to
Object-Oriented Analysis and Design and Iterative
Development (3rd Edition) for Object oriented design
I think these are worth it as both of them are in their 3rd
editions.

This is the book you need to have. Actually its binder sized, huge. Steve
Mallory is awesome, the writing is clear and concise, there are procedures
you need to utilize;
Dont worry that its for the healthcare industry, thats simply the pinnacle
of software difficulty. Want the best? Its the hardest. If you can do
software in this industry, healthcare? you can do anything. It parallels
aerospace where everything is in great detail, nothing is left out.
I worked for Steve and have only the highest respect for him. The books may
not be top NY Times bestsellers, but people dont know what they are missing.
And of course you have Microsofts "Code Complete" ? Which is just a small
reference book but a must-read.

If you want to go beyong C# and venture life as a "Software Engineer",
the best advice is go check out mit.edu or any higher education
university and see whats the main focus in the computer science
department.
Yes, Healthcare is a big issue, but most of the software engineers for
healthcare obtains a minor in that field, to understand healthcare
basics and concerns.
One can say any field healthcare, lawyers, wallstreet, government
security needs better software tools to help in production. Think of
how can you help out in the field you are interested, what software
tools can you create that can hire you? Its what can you offer. We are
a service sector.

start with Developing Web Apps, using C#.NET exam# 70-315, then I'll
move on to the windows-based apps.

I am unable to find appropriate documentation on the type promotion of bit-fields when using the generalised comparison operator "<=>".
