The problem with cookies, are they can be turned off client side.
If you going to base your website on cookies, you need to determine this
when a visitor arrives at your page, then notify them that they need cookies
enabled to view your site.
Alternately, you can also use sessions, so when you've determined that the
user does infact has cookies turned off, you can use sessions for that user

New Web site that is it is a new web site, doesn't do so.
Cookies are not enabled and hence the Web page does not open in the
body of the page which is another frame.

Is this because Cookies are not enabled as the privacy policy does not
allow it.
