Suppress self closing tags for html 4.01 strict compliance

Hi,

How would I go about suppressing self closing tags in form fields etc. so
that my HTML 4.01 Strict pages validate? Is there an option I can set in
Web.Config? Do I need to parse the page myself before sending it to the
browser? Something else entirely?
