Checking Users Connectivity

Hi Folks

Is there anyways to validate/check the connectivity speed of the users
computer to network/internet?

What I'm trying to do is, STOP user from uploading a file if the file
is BIG and
1. User is using Modem to connect to internet
2. User is using wireless

Any idea?
