Running WebDev.WebServe r on a system without vs 2005 causes file not found exception

I am developing a small web site for a club using asp.net 2.0. I am tyring
to run test versions of the site on a system that does not have vs 2005 on
it nor does it need it. To do this I run WebDev.WebServe r using the
following line:
start /B WebDev.WebServe r /port:4131 /path:d:\ClubSit e /vpath:/ClubSite

I have added v2 of the framework to the path but I get a
FileNotFoundExc eption with WebDev.WebHost. Has anyone seen anything like
this?

Thanks any help would be appreciated.

I have noticed how the thread I created just stops running. I have added several exceptions to the thread System.Threading.SynchronizationLockException System.Threading.ThreadAbortException System.Threading.ThreadInterruptedException System.Threading.ThreadStateException to see if I could get more information about why the thread stops running but that code is never executed. I use VS 2005 and ASP.Net. For conveniance I use the inbuilt webserver, but recently I have encountered a lot of problem. When I debug it sometimes takes extremely long time to launch the application, sometimes 10-30 minutes! I notice a lot of disk activity and found out that WebDev.WebServer.EXE takes up 300-900 Mb of RAM which seems extreme for the very small application samples I run. Is the Development Server part of the .net 2x runtime package or installed with one installs VS 2005?
