resource file build action

Hi,

I am using resource file for multi lingual content web site. By default,
resource files are built into .dll files which is fine, but what I want is
that I can edit those content without have to re compile the whole projects,
so it means that I want those resource file to be pure XML file there for me
to edit.

Is it possible to do this?

Not in 1.x. In 2.0 you can. If you want an alternative to the
built-in/embedded resources of 1.x, you'll need to roll your own tool.
