Can't display Chinese in some module of Portal Starter Kit

I modify the DesktopPortalBa nner.ascx in the Portal Starter Kit

I modify the text of Portal Home to Chinese.
It display well in design time, but it display a mess in run time.
How can I solve this problem?

Before you save the ASPX file, switch to code view and you'll see "Advanced
save options" under the File menu.
Choose to save as Chinese Traditional(CP9 50) or Unicode(UTF-8).

The painful fact is, you'll have to do this for each pages once. And the
good news is that once you do so, the IDE will remember it and you won't
need to do it again for the pages you've done.
