Project tracking

I would like to build an ASP.Net project tracking tool for our
department. I am looking for a starting template/tutorial that would
help me taking the best approach.

..... I forgot to write that I know the Microsoft C# Issue Tracker
Starter Kit but I feel much better with VB.Net.
