No critieria in query search when drop down box is empty

I have a query that is connected to a form. There are 2 dropdown boxes in the form that are connected to two columns on the query. I would like the query to search for all records if those 2 dropdown boxes are left empty, but currently if either one is left empty, no records are returned. Anyway to get the blank dropdown boxes to convey "search with no criteria"?

Near the top of this page you will see :
