Opening Access 2003

I have a BMP file of the name of my application. I use a mdw so that
the user needs to enter a login id/pw.

When I click on the desktop icon for A97, I am prompted for the login
data with the desktop and BMP displayed in the background. No sign of
Access or the application yet. After entering the info, my app is
presented. It looks nice.

When I click on the desktop icon for the 2003 app the BMP displays for a
flash, then the MS-Access window is presented and then it is overlayed
with the prompt for the user/pw? Not much difference than if I simply
attempted to open Access 2003 without an application or login.

Is this normal for A2003? I liked the "cleanness" of the A97 approach.

If this is normal behaviour, is there any need for the BMP? It that old
fashioned?
