Drifting subreport

I need to print on to a preprinted government return; the front of
each page has our details followed by two side-by-side records of what
we're reporting on, the back has has just two side-by-side records set
higher on the paper. So far, so easy - report with subreport, and the
main report header holds our details and alternates between visible on
the front and not visible on the back.

I've now been asked to include images of of the preprinted return
behind the data. No problem with the front of the page, where the
detail includes the subreport with a top of 1.75cm (below some
graphics that are different front and back); but on the back of the
page, where the page header is not visible, the subreport creeps up to
the very top of the detail section.

Any ideas on what's happening, or better still how to stop it
happening, would be gratefully received.
