Is this possible in a report?--insert graphics in page header and overlay detail

Hi Everyone;

In a report, I've essentially recreated a paper sheet by adding various
labels--name, date, problem, year, Progress Notes, etc.--and horizontal
lines (people have traditionally written notes). I made all of these
in the Page Header section. By the way, this is a report form to track
the daily progress of students.

--Report Header--none.
--Grouping section--yes. The report form has a StudentID Header, which
contains 1 field (StudentName) and creates a report page for each
student.
--Detail section has 2 fields: ReportDate (a date field) and Progress
(a memo field--text box in the report).

I've spaced the Detail section's height to match the horizontal lines
in the Page Header section, so when text in the Progress field in the
Detail section wraps, it will be printed along the lines made in the
Page Header section.

However, I don't know how to do this:

To align a student's first and last name correctly, I added white space
above and below the 'StudentName' field in the StudentID Header
section.

In print preview, this white space is, instead, inserted above and
below each detail record when the Progress textbox is set to can grow.
The detail records align properly when the textbox's can grow property
is set to no.

Do you know how I can either work with the white space above and below
the StudentName field in the StudentID Header section, or incorporate
this StudentID field or value into the Page Header section?

Can I basically overlay the textboxes in the Detail section and
StudentID Header section over graphics in in the Page Header section?
