Office Developer Edition questions.

I am developing a simple database (a list of names and addresses), no
reports, but a requirement to integrate with word for a simple mail merge.
10 users, no one has access, all Windows XP machines

Questions:

1. I want to use the runtime version of Access, which version of the runtime
should I use?

1a. I want to make the installation as easy as possible for the users, so to
do this I must buy Office Developer Edition right? As I believe the ODE
bundles the runtime and the DB into one nice little easily installable
package..is that correct?

2. Is there a Office Developer Edition for Office 2003!? I can't find one on
the web.

The Access runtime for Access 2003 is in the Visual Studio Tools for Office
2003 product (which also provides VB.NET and C# for use with Excel and Word
should you want to use them with Visual Studio applications). For more
