data entry in add and verify mode

Can anyone tell me a simple method of creating an application in Access
2003 that uses "Double data entry"? For me double data entry is defined
as the ability to have data entered twice. The first entry is entered
into the database, the second entry is checked against the previously
entered data, discrepancies noted during second entry are communicated
and during the second data entry there is an option to correct or
accept either value. The end result is one database that is a higher
quality based upon two independent entries of source data into the
database.

I have created a sample database that has a Switchboard form (Main
Switchboard) which opens the same form (Form1) in "Add" and
"Verify". I request for somebody's help with VBA code to enable
the verify mode of form, according to the requirement as mentioned
above. I have been struggling to do this for long time, but in vain.
Any help in this regard will be highly appreciated.
