This isn't possible in the tables themselves. Tables are basically just
buckets to hold your data. You shouldn't routinely be making entries
directly into the tables. Instead, you should be using forms for data entry.
On a form, you could use Conditional Formatting on the controls to change
the color as desired.
As far as checking the field in the other tables, you could do this
automatically through code. However, the real question is whether or not you
need those fields. Instead, there should be a relationship between those
tables and the table that you enter the date into. Once you have that, you
could use a query to access both tables at once and filter the query on the
records that have a date in the No Longer Managed field.
